臣闻古之，以天下为己任，故能以道德，使百姓归心。今陛下即位，天下归心，然臣等以为，陛下虽英明神武，犹须广开言路，以听忠臣之谏，察贤能之才，以辅佐陛下治理天下。臣等以为，当今之时，之患，在于三司使权过重，以致朝政不宁，百姓疾苦。臣等冒死，愿陛下裁之。

However, we, the ministers, believe that although Your Majesty is wise and valiant, it is still necessary to widely open the channels of communication to listen to the advice of loyal ministers and to investigate the talents of the virtuous, in order to assist Your Majesty in governing the world. We believe that in the current era, the troubles of the state lie in the excessive power of the three ministries, which has led to unrest in the court and suffering among the people. We dare to submit this petition to Your Majesty, hoping that Your Majesty will consider it.
