We, the President of the United States, and the Prime Minister of Great Britain, have agreed to issue this joint statement, known as the Atlantic Charter, to affirm our resolve and to set forth the principles which should guide the nations in the future.

We believe that all the nations of the world, for their safety and welfare, should possess and retain full control without discrimination over their own natural resources; and that, by mutually agreed action, national armaments shall be reduced to the lowest point consistent with domestic safety.

We regard the raising of living standards, the improvement of labor conditions, and the creation of adequate facilities for education and recreation as essential to the well-being of the people of all nations.

We believe that all nations should have access, on equal terms, to the trade and to the raw materials of the world which are needed for their economic prosperity.

We believe that the formation of new states should not take place at the expense of the territories of others. We wish to see sovereign and self-governing states arising from the peoples of all Europe, including the British Empire and, as formerly proposed, from Ireland, and we wish to see those states free and independent and free from all external domination.

We believe that all people, wherever they may live, are entitled to choose their own form of government. We believe that their right to live in within their own boundaries and to enjoy the fruits of their own labor is the foundation of freedom.

We regard as essential to continued world and security:

The reduction of armaments to the lowest point consistent with domestic safety;

The removal of all economic barriers and the establishment of an equitable system of trade and commerce;

The improvement of living and working conditions for all workers;

The reduction of subsidies on armaments;

The elimination of fear of domination by any power in the world;

The prevention of war from breaking out through the removal of the causes which lead to conflict.

We accordingly agree to adopt and pursue joint and separate policies and measures designed to promote the following objectives:

The achievement of lasting in the world;

The establishment of an international system of security for all nations;

The maintenance of justice and order in the world community;

The promotion of international economic co-operation and the raising of the standard of living of all people.

We affirm our readiness to assist the peoples of any nation who may wish to establish and maintain democratic forms of government.

We recognize that the restoration of the national independence and territorial integrity of Poland is vital to world .

We believe that the independence and territorial integrity of Yugoslavia, Greece, and Rumania must be safeguarded and that measures should be taken to restore their economies.

We are determined that justice shall be done to all the victims of German aggression.

We regard the liberation of the countries subjugated by the enemy as a necessary preliminary to the establishment of a lasting .

We believe that it is essential that a new international organization be established to maintain international and security.

We declare our determination to employ, if necessary, our mutual resources and all other means at our command to bring about the earliest practicable termination of hostilities in Europe.

We declare our intention to continue our efforts to bring about a similar termination of hostilities in the Pacific.

We affirm our belief that ultimate victory in this war can only be achieved by the unification of the whole of the peoples of the British Empire, the United States, and the British Commonwealth of Nations with those of China, France, and the Soviet Union.

We affirm our belief that the Government of the United States and the Government of Great Britain will, in consultation with the Governments of the United States, the United Kingdom, and the British Commonwealth of Nations, as well as those of China, France, and the Soviet Union, seek a general agreement for the establishment of a system of general security for the maintenance of international and security.

We believe that the new organization which should be established for this purpose should include all -loving nations and that it should be based on the principle of the sovereign equality of all -loving nations.

We declare our intention to bring about the earliest practicable conclusion of a general treaty of on the basis of the principles enunciated in this declaration and the Atlantic Charter.
